The MSF Volunteer and Partner Awards (MVPA) recognises and honours the commitment and dedication of MSF’s volunteers and partners, who have served in various areas of the Ministry.
MVPA 2022 was held on 24 January 2022.
Outstanding Lifetime Volunteer Award
Mr Phillip Tan and Mrs Betty Chen were presented with the highest accolade - the Outstanding Lifetime Volunteer Award, which recognises individuals who have made significant contributions over 30 years or more to better the lives of others.
Mr Phillip Tan
Mr Tan has volunteered with MSF since 1983. In his role as an EXCO member of the National Council of Social Service (NCSS), Mr Tan contributed to the transformation of NCSS and the social service sector. He cultivated community spirit in building a caring and inclusive society through the Care & Share SG50 movement, which saw 240 social service agencies raise a total of $800 million, and rejuvenated the Sharity initiative to nurture our next generation of givers. During the pandemic, he spearheaded the establishment of the ComChest Emergency Fund and mobilised resources for COVID-19 related funds.
Mrs Betty Chen
Mrs Chen has partnered MSF since 1975. Under her leadership, the Chinese Women’s Association (CWA) consistently raised funds and promoted a culture of giving, supporting many charities in their provision of services in the social sector. She also managed the Henderson Senior Citizens’ Home for 32 years and forged best practices in senior care.

The MSF Outstanding Volunteer Award recognises individuals or groups of volunteers who have contributed significantly to various groups in the community served by MSF. The award winners are distinguished by their significant contributions in terms of time and effort spent.
This year, the recipients were Mr Chee Yoh Chuang, Mr Gerald Singham, Mdm Hawa Bee Binte Mohamed Hussain, Mdm Rahmah Binte Buang and Mr Ghani Bin Bakar, Mdm Rasespari D/O Kanniyan, Mdm Yuen Yee Nin and Mr Liow Heng Hui.

Friends of MSF Award
The Friends of MSF Award is presented to individuals, volunteers or organisations who have made significant contributions to committees or projects under the purview of MSF for at least two years. This year, our winners contributed to a variety of MSF initiatives including ECDA’s KidSTART, Families for Life, Taskforce on Family Violence, the National Committee on Prevention, Rehabilitation and Recidivism, and the NCSS Board.

This year’s trophy is a replica of the “Circles of Life” sculpture, designed by Singapore’s very own award-winning sculptor, Mr Chua Boon Kee. The interlocking circles symbolise the importance of our community working together to foster a caring and inclusive society.
SAVH Performers
Obsidian by Singapore Association of The Visually Handicapped (SAVH)
A special performance by a group called Obsidian by Singapore Association of The Visually Handicapped (SAVH). Obsidian is a group of talented visually impaired individuals who come together to create music. The group is named after a strongly protective stone, which forms a shield against negativity, and promotes qualities of compassion and strength. Their rendition of “Count on Me” by Bruno Mars conveys the message of comfort found in a friend and being present for those who are important in your life.

Commissioned by MSF, the token of appreciation was a collaboration between i’mable Collective and Supermama. The artwork was a collaboration between six artists from the Movement for the Intellectually Disabled of Singapore (MINDS). In the centre of the artwork is a family – a boy and his parents – and they are surrounded by a circle of individuals including their close friends, neighbours, as well as members of the wider community.

Tang Khong Yuen is a portrait drawing artist. While recovering from throat cancer 10 years ago, he took up arts courses in community centres and NAFA, where he found his love for portraiture drawing. In 2018, Mr Tang explored other ways to showcase his work and started busking at Tanjong Pagar Plaza.
Mr Tang has drawn portraits of notable figures such as President Halimah Yacob, Emeritus Senior Minister Mr Goh Chok Tong and MP Denise Phua. Mr Tang hopes to make a mark in the local art scene.
