Parliamentary Secretary to attend 67th session of the Committee on the Rights of the Child at Geneva, Switzerland

Parliamentary Secretary for Social and Family Development, Ms Low Yen Ling, will lead a delegation to attend the 67th session of the Committee on the Rights of the Child (CRC) on 9 September 2014, in Geneva, Switzerland. Ms Low will be accompanied by officials from the Attorney General’s Chambers, Ministry of Defence, and Ministry of Social and Family Development.

The delegation will engage the CRC in a dialogue on Singapore’s Initial Report on the Optional Protocol on the Convention on the Rights of the Child on the involvement of children in armed conflict (OPAC).  The OPAC seeks to ensure that children below the age of 18 years are not recruited into armed forces and do not take part in direct hostilities. The CRC will issue its Concluding Observations on its dialogue with Singapore before the end of its 67th session.

Singapore ratified the OPAC on 11 December 2008, and it came into force on 11 January 2009.  The Initial Report on OPAC was submitted to the CRC in December 2011, as part of Singapore’s obligations under this treaty, and covered the period from 2008 to 2010.
