Ageing

MSF publishes annual statistics related to the Lasting Power of Attorney (LPA) as well as Commissioner for the Maintenance of Parents (CMP) cases with the Tribunal for the Maintenance of Parents (TMP). Notable key trends and observations of the 2021 statistics are:

Ageing:
The proportion of resident population aged 65 and over increased from 9% in 2011 to 16% in 2021.
  • The old-age support ratio (for residents aged 20-64 years per resident aged 65 years and above) decreased from 7.2 in 2011 to 4.0 in 2021.

Lasting Power of Attorney (LPAs):
More LPAs were registered in 2021 (34,125) as compared to 2011 (861) almost half of the LPAs (45%) had children as the appointed donees in 2021.
  • About 60% of the donors are females, and half of the donors are 50-69 years old. These proportions have remained stable over the years.
  • About 55% of the donees are females and most donees are 30-59 years old (71% in 2021). This trend has remained stable over the years.
  • About 55% of the deputies are females and most deputies are 40-69 years old (about 80% in 2021). Both the trend on gender and age group have remained stable over the years.

Commissioner for the Maintenance of Parents (CMP) cases with the Tribunal for the Maintenance of Parents (TMP):
Decreased in the number of cases with the Commissioner for the Maintenance of Parents (CMP) in 2021 (110 cases) as compared to 2011 (286 cases).
  • Since 2011, more than half of the CMP applicants were fathers (66% in 2021) and majority of the applicants are 60-79 years old (80% in 2021).
  • Since 2011, divorced or widowed applicants made up the majority of the applicants (73% in 2021). The proportion of divorced applicants increased from 38% in 2011 to 46% in 2021. The proportion of widowed applicants decreased from 31% in 2011 to 26% in 2021.
Decreased in the number of cases with the Tribunal for the Maintenance of Parents (TMP) in 2021 (29 cases) as compared to 2011 (110 cases).
  • Since 2011, majority are male applicants (62% in 2021).
  • About half of the TMP applicants (55%) are 60 to 80 years old in 2021 and this proportion decreased from 80% in 2011.
