Student Care Centres (SCCs) provide care and supervision to school-going children aged 7 years (Primary 1) to 14 years (Secondary 2).

SCCs provide a conducive environment for the children’s holistic development in various dimensions – physical, intellectual, emotional, social and moral development, as well as a place to rest after school hours.

SCCs are not Approved Institutions registered with MSF under the Baby Bonus Scheme. Therefore, funds from the Child Development Account (CDA) cannot be used to pay for SCC fees.

An SCC that administers SCFA needs to make refunds to MSF when: 

a) A child withdraws from the SCC but the SCFA subsidies have been disbursed for the month(s) where the child is no longer enrolled in the SCC.

b) A child did not fulfil an attendance of at least 30% in the months of June and December and 50% in the other months based on the total number of days in which the SCC operates in that month.

(c) The SCC received duplicate/over-payments due to unforeseen circumstances. 

The SCC should make refunds via electronic means (e.g. GIRO or Inter-Bank Transfer) to MSF’s bank account. For enquiries related to refunds, please email MSF_Comcare_SCFA@msf.gov.sg.

Upon a child’s withdrawal, SCCs that administer the SCFA are required to submit a withdrawal form online via SSNET One. 

SCCs should submit the withdrawal form online no earlier than 10 days from the child’s last day of attendance in the SCC to ensure the child had met the minimum attendance requirement, and to determine whether any refund of excess subsidies is required. 

For SCCs that administer SCFA, the SCC is required to email MSF_Student_Care@msf.gov.sg for approval. The SCC has to ensure that there is sufficient teacher supervision, and the staff-child ratio is kept within the stipulated staff-child ratio of 1:25.

The Ministry of Social and Family Development (MSF), Ministry of Education (MOE) and SkillsFuture Singapore (SSG) have worked with Ngee Ann Polytechnic to develop a training course (i.e. ‘Introduction to Student and Youth Care’) to equip SCC staff with the skills and knowledge required to work with and support students enrolled in the SCC.

The course aims to equip participants with the required knowledge and skills to work with children in a SCC. Eligible participants may apply for subsidies for the course fees.

For SCCs that administer Student Care Fee Assistance (SCFA), there are training grants available for Workforce Skills Qualifications (WSQ) courses, Academic Continuing Education and Training (CET) courses approved by the Ministry of Education (MOE), as well as Certifiable Skills Training courses accredited or supported by SkillsFuture Funding (SSG).

Yes. All SCCs that administer SCFA are required to inform MSF via email at MSF_Student_Care@msf.gov.sg if they relocate. 

Yes. MSF provides guidelines for SCCs that administer the SCFA to ensure that fee revisions are carried out in a transparent manner. SCCs are required to:

1. provide at least 3 months’ advance notice to MSF and parents;

2. explain to parents the reason for the revision; and 

3. assist parents with queries arising to the fee revision

   
   

For school-based SCCs, any fee revision must be in accordance with contract provisions. Operators may contact the relevant school representatives for further information.

All SCCs that administer the SCFA are required to provide at least 3 months’ advance notice to MSF and parents, should there be a change in management, or if they decide to stop operations. 

If the incoming operator wishes to administer the SCFA, they are to register with the Ministry of Family and Social Development (MSF) to be an SCFA Administrator via the following link:

Both outgoing and new incoming operators are to agree on the cut-off date which the SCFA beneficiaries’ payments to the SCC will transit to the incoming operator. This needs to be done via a written agreement, signed by both operators and the incoming operator should upload the written agreement in SSNET One when applying to be registered as an SCFA administrator. 

The outgoing operator has to settle all fee-related issues (e.g., deposit, outstanding fees, refunds, etc.) with the parents before the handover. The new operator has to inform all parents about fee changes (if any) before the handover.

If you wish to de-register your SCC as a SCFA Administrator, you are required to provide at least 3 months' advance written notice to the Ministry of Family and Social Development (MSF) and parents of children who are SCFA beneficiaries. Where applicable, the SCC needs to refund all excess payments to MSF.

Schools will publish the Invitation to Quote or Invitation to Tender electronically through on the centralised Government procurement portal (i.e. GeBIZ). The SCC service provider for schools co-located with MOE Kindergartens (MKs) will also be required to provide KCare services*.
