The Office of the Public Guardian (OPG) commemorated its 15th anniversary with community partners, service organisations and volunteers at the Legacy Planning Campaign (LPC)’s Partners’ Appreciation Event today. The milestone celebration highlighted the collective effort to empower Singaporeans to plan for their future care arrangements. Minister of State (MOS) for Social and Family Development Goh Pei Ming attended the event as the Guest-of-Honour.
Celebrating 15 Years of Progress
2 Over the past 15 years, OPG has worked closely with organisations, legal, financial and healthcare partners, and volunteers to raise awareness about the importance of a Lasting Power of Attorney (LPA). In 2022, the launch of the Office of the Public Guardian Online (OPGO) was a key milestone, making application process simpler, faster and more secure.
Legacy Planning Campaign: Growing Awareness and Community Involvement
3 To raise awareness of legacy planning tools among older Singapore Citizens, the LPC was launched in 2023. Alongside the LPA, other legacy planning tools include CPF Nomination, Advance Care Planning (ACP), and Will. With the strong collaboration between agencies and partners, the take-up rate of legacy planning tools has risen significantly. As of 15 August 2025, over 350,000 LPAs have been made among Singapore Citizens. About 1.8 million had made their CPF nomination. In general, 4 in 5 who pass away would have made a nomination In addition, more than 80,000 ACPs have been made.
4 Mdm Rahayu Buang, Public Guardian and Co-Chairperson of the LPC, said, "Our anniversary is a celebration of the Office of the Public Guardian’s progress over the past 15 years, and a recognition of the valuable partnerships that have made it possible. We intend to continue expanding our network of partners and outreach efforts, supporting more families and Singaporeans from diverse backgrounds, to help them understand the importance of having family conversations on making their LPAs while they are still healthy. Our seniors have led the way, setting an example on how early planning brings peace of mind for both themselves and their loved ones."
Continued Support for Singaporeans
5 Singapore Citizens will continue to enjoy a fee waiver for LPA Form 1 applications until 31 March 2026. LPA certification fees can also be paid using CDC and SG60 vouchers at establishments that accept them. This is to ensure affordability, so more families can take proactive steps in their legacy planning.

About Legacy Planning Campaign
In July 2023, a multi-agency campaign was launched by Agency for Integrated Care (AIC), Central Provident Fund Board (CPFB), Ministry of Health (MOH), Ministry of Social and Family Development (MSF), and Public Service Division (PSD), to raise awareness and adoption of LPA and ACP. The multi-year effort included the launch of a television commercial, a series of anchor roadshows and mobile clinics across various locations, and collaboration with community partners, volunteers and corporations.
Beyond LPA and ACP, efforts in 2025 had been broadened to highlight the importance of legacy planning in ensuring that citizens’ key decisions and preferences are communicated to their loved ones if they lose mental capacity or pass away. Citizens are encouraged to start legacy planning as soon as possible by making their LPA, ACP and CPF Nominations and writing their wills. These are complementary tools that work together to support an individual’s preferences, empower them, and provide assurance to them and their loved ones on key decisions to be made on their behalf. The efforts were aimed at achieving the following objectives:
- Promoting legacy planning as a societal norm: Normalise legacy planning as a common life activity where every citizen makes and reviews their plans when they are young, healthy and capable. The unexpected can happen to anyone at any time, and we encourage everyone to make their wishes known while they still can.
- Strengthening family resilience: Legacy planning is not simply a means to provide certainty; families are encouraged to have open discussions about future care and financial preferences for better support and understanding of what that individual wants.
