Mr Zhulkarnain Abdul Rahim asked the Minister for Social and Family Development whether there are any studies done on the desired outcomes in terms of educational, emotional or social outcomes of placing children who require out-of-home care in child abuse cases in family-based care such as foster care and kinship care as compared to those who are placed under residential care.

The Ministry of Social and Family Development (MSF) published a study, “Comparing Long-Term Placement Outcomes of Residential and Family Foster Care: A Meta-Analysis”, in the journal “Trauma, Violence, and Abuse” in 2019. This study is also referenced in MSF’s Domestic Violence Trends Report 2024.
