The Report on the Street Count of Rough Sleepers 2025 highlights the key findings from MSF’s second nationwide single-night street count and survey of rough sleepers. There were 496 rough sleepers counted, representing a slight decrease of 6.4% from the 530 rough sleepers counted in the previous 2022 single-night count. The survey of rough sleepers revealed complex circumstances that rough sleepers face. Rough sleeping is not always driven by a lack of housing options. However, it is noteworthy that most rough sleepers were actively seeking to improve their circumstances.
MSF remains strongly committed to deliver coordinated, comprehensive, and customised support to ensure that no one needs to sleep rough on the streets due to lack of options. We will continue to work alongside the Partners Engaging and Empowering Rough Sleepers (PEERS) Network to tackle the complexities of rough sleeping.
