Data on SSCC Location, Capacity, Enrolment and Waitlist Numbers and Plans for Expansion across SPED Schools

Published on 03 November 2026

Mr Alex Yeo asked the Minister for Social and Family Development (a) how many Special Education (SPED) schools currently have a Special Student Care Centre (SSCC) located within or near the school; (b) what are the current capacity, enrolment and waiting-list numbers for SSCCs; and (c) whether the Ministry will consider expanding the provision of SSCCs to ensure that students attending every SPED school have reasonable access to such services.

Answer:

There are currently eight Ministry of Social and Family Development (MSF)-funded Special Student Care Centres (SSCCs), co-located with Special Education (SPED) schools. Together, the SSCCs have an approved capacity of about 450 places, and an overall average utilisation rate of 67%. As at December 2025, there were 240 children on the waitlist for an SSCC place.

2.          While there is available capacity across the SSCCs, operators may not always be able to admit students on their waitlists immediately. In considering admissions, SSCC operators take into account students’ diverse care and support needs, as well as whether the centre has the appropriate specialised manpower and capabilities to support each student safely and effectively.
