Requiring Fresh Review When an Infant Previously Assessed for Suspected Abuse Returns to Hospital with an Injury

Ms Hazlina Abdul Halim asked the Minister for Social and Family Development (a) whether the Ministry will require a fresh medical assessment when an infant previously assessed for suspected abuse returns to hospital with an injury; and (b) whether case closure can include a requirement for additional checks with at least one other related caregiver and confirmation that recommended support has been received, even where no physical injuries were initially found.

Answer:

When an infant presents at a hospital with an injury, a fresh medical assessment will be conducted, regardless of any previous assessment for suspected abuse or whether injuries were found previously. Where there are concerns of non-accidental injury, abuse or neglect, the hospital will report the matter to the Police and the National Anti-Violence and Sexual Harassment Helpline (NAVH).

2.          The Ministry of Social and Family Development will only close a case when the child’s safety concerns have been sufficiently addressed, and the necessary support is in place. Where warranted by the circumstances and assessed risk, this may include checks with other caregivers and confirmation that recommended support has been received, even where no physical injuries were initially found.
