Data on Rough Sleepers and Effectiveness of PEERS Network in Transition to Stable, Long-Term Housing

Published on 04 November 2026

Dr Neo Kok Beng asked the Minister for Social and Family Development (a) what is the current number of rough sleepers based on the latest available data, and how this compares to the figures from the preceding three years; and (b) what are the quantifiable outcomes and success rates of the Partners Engaging and Empowering Rough Sleepers (PEERS) Network in successfully transitioning these individuals into stable, long-term housing.

Answer:

On the latest available estimate of rough sleepers, the Member can refer to the Report on the Street Count of Rough Sleepers 2025 on the Ministry of Social and Family Development (MSF) website.

2.          Since mid-2025, MSF has centrally tracked the housing outcomes of rough sleepers engaged through the Partners Engaging and Empowering Rough Sleepers (PEERS) Network. About half of the rough sleepers tracked have moved to stable housing and shelter arrangements. MSF will continue to work closely with PEERS Network partners to provide coordinated and tailored support to rough sleepers, and help them achieve stable, long-term housing.
