Data on Appeals Processed for Trustee Designation Disputes over Child Development Accounts and Child LifeSG Credits Among Divorced Parents

Ms Mariam Jaafar asked the Minister for Social and Family Development (a) how many formal appeals or dispute resolutions has the Ministry processed over the past three years from divorced parents with shared care and control who are unable to agree on who may be designated as the trustee for Child Development Accounts (CDA) or Child LifeSG Credits; and (b) what percentage of these appeals resulted in changes to the designated trustee.

Answer:

Divorced parents are encouraged to discuss and reach mutual agreement on who the Child Development Account (CDA) trustee should be and consequently the Child LifeSG Credits recipient. For those who are unable to agree, the Ministry of Social and Family Development (MSF) will assess whether there are grounds for a change in CDA trustee.

2.          From August 2025 to date, MSF received nine appeals from divorced parents with shared care and control of their child who were unable to agree on the trustee for the child's CDA. Of these, four cases resulted in a change of trustee.
