Families are the bedrock of society. Domestic violence offends our fundamental values as a society and must not be condoned. The Government remains strongly committed to protecting victim-survivors of domestic violence and rehabilitating perpetrators.
The Report highlights key trends on child abuse, spousal abuse, elder abuse, and Vulnerable Adult abuse and self-neglect cases. Cases are presented by Tier 1 (low- to moderate-risk cases, overseen by community agencies) and Tier 2 (high-risk cases, overseen by MSF’s Protective Service which require statutory intervention).
Overall, the domestic violence situation in Singapore remains elevated. The number of new Tier 1 abuse cases remained broadly stable in 2025, but elevated compared with the 2023 baseline. The 2,021 new Tier 2 cases form a new baseline, and is not directly comparable with previous years due to methodological refinements.
The DVTR 2026 also includes a new section on Singapore’s domestic violence response system, which provides insights into how the system supports the detecting, reporting and protecting of individuals experiencing abuse. Reports to the National Anti-Violence & Sexual Harassment Helpline (NAVH) and ground responses by the Domestic Violence Emergency Response Team (DVERT) also increased in 2025.
Taken together, these trends reflect stronger reporting and detection of abuse, alongside DVERT’s expanded capacity to respond to high-risk incidents. MSF will continue to act decisively to prevent and address domestic violence. Through our collective effort as a society, we will strengthen families and break the cycle of violence.
