Family Guidance Order (FGO) and Pre-FGO Programme

The Family Guidance Order (FGO) is a Court order that supports parents with children and young persons (CYPs) below 16 years old with serious behavioural challenges. The FGO aims to empower families by equipping parents with parenting and communication skills in order to help their children develop positive behaviours.
Pre-FGO Screening and Programme
Parents who wish to apply for an FGO must undergo a Pre-FGO screening, carried out by MSF-appointed Pre-FGO agencies. Upon clearing the screening, the family will undergo the Pre-FGO programme.
Typically, the parents must undergo the Pre-FGO programme before applying for an FGO in Youth Court.

FGO Application
If issues between the CYP and parents are not resolved despite the Pre-FGO programme, parents may then proceed to make an FGO application through the Pre-FGO agencies. The FGO application is subject to the Court’s approval. The Court may order the CYP and their family to undergo a social investigation to determine the needs of the youth and family before issuing the FGO.
Following the social investigation, the Court may make an order to:
- Place the CYP under statutory supervision or
- Admit him/her into a Home gazetted under the Children and Young Persons Act for a period not exceeding three years
