Strong families and supportive communities enable youths to thrive, realise their potential, and achieve their aspirations. Unfortunately, some are exposed to negative influences or experience significant stressors that may increase their likelihood of engaging in delinquent behaviour. 

MSF is committed to supporting at-risk youths and youth offenders from early intervention through to rehabilitation and reintegration, and works closely with their families, the community, and partners to develop and implement policies and programmes that address their risk and needs.

Overview of Programmes and Services

MSF provides a continuum of programmes to support at-risk youths and youth offenders. Through evidence-based interventions, services, and professional guidance, we empower youths towards growth and positive change.

The best interest of youth offenders remains a paramount consideration. Where community-based rehabilitation may not be suitable, the Court may order that youth offenders below the age of 18 be rehabilitated in an institutional setting, known as a Juvenile Rehabilitation Centre. MSF supports the rehabilitation of these youths so that they can be reintegrated into the community and contribute as socially responsible individuals.
