Cyclical Maintenance for Social Service Agency Facilities

Social Service Agencies (SSAs) can apply for a grant from the Ministry to carry out Cyclical Maintenance for their facilities. The general scope included in Cyclical Maintenance of facilities includes repainting works, repair works, replacement of fixed fittings and equipment to meet with current building authorities’ requirements.  

Ensuring that premises are maintained in good quality is an important responsibility that SSAs have. This is necessary for service delivery, client safety and well-being, and creating a conducive environment for social service professionals to do their work effectively.  


What are the eligibility criteria for the grant?

 

SSAs appointed and funded by MSF to deliver programmes may apply for the grant to carry out Cyclical Maintenance for their facilities. Applications will be assessed on a needs basis.  

From 1 April 2026, to qualify for the grant, the SSA should also: 

 

  • Have been operating on the premises and providing MSF-funded services for at least 5 years, 
  • Have not received MSF’s Cyclical Maintenance funding for the facility in the last 5 years, 
  • Have less than 6 months of Total Operating Expenditure in the restricted reserves, as reflected in the latest audited financial statement available at the point of application for the Cyclical Maintenance grant. 

Beyond the Cyclical Maintenance grant, SSAs can use recurrent programme funding received from MSF and programme-level restricted reserves to fund Cyclical Maintenance works. Using these funding sources would be more flexible, as separate approval from MSF would not be needed to draw on these funds, and SSAs can also cover a larger scope of works (e.g. carrying out other infrastructural works concurrently with Cyclical Maintenance) . SSAs can also carry out works in a more timely manner and/or implement them in phases, thereby minimising disruption  to service delivery.
