Overview of Job Roles/Work Functions, and Relevant Competencies and Proficiency Levels by Sectors

The job roles, work functions, and competencies outlined in the tables below are not exhaustive. They are intended to illustrate typical role groupings and relevant competencies across sectors. Users should interpret and apply the framework based on their specific job roles and organisational contexts, and refer to competencies most relevant to their scope of work.

For the social service sector, detailed guidance on the application of these competencies in direct practice settings is provided in the Domestic Violence Practice Guide.

Proficiency levels reflect increasing depth and scope of competency, and may broadly correspond to different job roles and responsibilities across sectors. The examples below are indicative and should be interpreted contextually based on organisational settings and role requirements.

  • Basic Level – Typically includes first responders, support staff (including non-caseworkers), frontline workers and practitioners
  • Intermediate Level – Typically includes supervisory roles
  • Advanced Level – Typically includes heads or leads of department or agency
