Public Assistance (PA) Scheme Enhanced to Provide Greater and More Flexible Help for the Needy

From 1 April 2013, Public Assistance (PA) recipients can look forward to a higher level of assistance that is flexible and customised to their needs. The Ministry of Social and Family Development (MSF) will enhance the PA scheme by providing additional tiers of assistance, while at the same time increasing the cash assistance rates in the primary tier.

Larger families may wish to have their subsidies assessed on a per capita income (PCI) basis. Those with incomes exceeding $7,500 may still qualify for the Additional Subsidy if their PCI is $1,875 or less.
Enhanced Child and Infant Care Subsidies for Lower and Middle Income Families

Under the new subsidy framework, all parents will continue to receive a Basic Subsidy at the current rates for child care and infant care programmes. On top of the Basic Subsidy, families with a gross monthly income of $7,500 and below will receive more support in the form of an Additional Subsidy.

As part of the 2012 Budget Initiatives, the Workfare Income Supplement (WIS) and Special Employment Credit (SEC) were extended to eligible persons with disabilities, and their employers respectively. The objective is to encourage employers to provide more employment opportunities for persons with disability and see this group as a potential workforce.
