Data on the Number and Type of Cases Handled by a Social Worker in Past Five Years

Mr Louis Ng Kok Kwang asked the Minister for Social and Family Development (a) for each year in the past five years, what are the average and median numbers of (i) group 2 cases (ii) group 3 cases and (iii) group 4 cases respectively that are handled by a social worker; and (b) if this information not currently available, whether the Ministry will start tracking this information.

Answer

1. Social workers in Family Service Centres (FSCs) partner individuals and families to address their social needs. FSCs refer to the FSC-Code of Social Work Practice (FSC-CSWP) to classify each case into one of four case groups based on its assessed risk and complexity. Cases with higher risks and complexity of needs are assigned higher CSWP groupings.

2. From FY2018 to FY2020, the average and median number of cases in each grouping managed by each FSC social worker is in Table 1 below. We do not have data for the period before FY2018.

1 CSWP Group 1 includes cases involving no risks and no complexity of needs. Such cases fall outside the scope of social work practice in FSCs. If an FSC assesses that a case falls into Group 1, the case will be referred to other agencies (e.g. Housing Development Board (HDB), Agency for Integrated Care (AIC), or schools) for assistance if required.
