Persons with Disabilities
Persons with disabilities have needs which are both similar and different from those of other able-bodied persons. Some can lead normal lives with some adjustments, while others need a higher level of care and assistance. The care and welfare of people with disabilities is everyone’s concern. The family, the community and the Government each has a role in helping and integrating them into the community.

Certificate of Entitlement (COE) Grant Scheme for Social Service Agencies (SSAs)
The Certificate of Entitlement (COE) Grant Scheme is a grant to support the cost of COE and Additional Registration Fee (ARF) for vehicles used to transport clients who are elderly or persons with disabilities who are unable to use public transport unassisted or other transport options.
Development Support and Learning Support
The Development Support (DS) and Learning Support (LS) programmes provide development support and learning support for children with mild developmental needs so they can make a smoother transition to primary school.
Assistive Technology Fund (ATF)
Persons with disabilities can get subsidies to acquire, replace, upgrade or repair necessary assistive technology equipment and accessories (e.g. wheelchairs, hearing aids, etc).
Foreign Domestic Worker Levy Concession for Persons with Disabilities
The Foreign Domestic Worker Levy Concession for Persons with Disabilities enables families to pay a lower monthly levy when employing foreign domestic workers as full-time caregivers of their loved ones with disabilities.
Home Caregiving Grant
The Home Caregiving Grant provides support to families who hire foreign domestic workers to care for their loved ones with moderate to severe disabilities
Caregivers Training Grant
The Caregivers Training Grant (CTG) helps caregivers to enhance their capabilities in caring for the physical and socio-emotional needs of persons with disabilities or the elderly.
Disabled Persons Scheme
Persons with disabilities who are unable to take public transport due to their disabilities and require a vehicle to earn a living can benefit from the certificates of entitlement (COE) and the additional registration fees (ARF) waivers when they purchase a vehicle.
Day Activity Centre
Day Activity Centre provides care and skills training for adults with disabilities.
MSF's Pilot Project with MINDS
MSF initiated a pilot in March 2015 with the Movement for the Intellectually Disabled in Singapore (MINDS) to simplify the process to apply for deputyship for young adults with severe intellectual disability.
Residential Services at Community Group Homes
Community Group Homes enable persons with disabilities to live independently in designated HDB Flats retrofitted with disability-friendly features.
