"A Singapore Made for Families 2025" Plan - Strengthens Commitment to a Family-Friendly Society

1. SINGAPORE, 8 November 2022 – Deputy Prime Minister and Coordinating Minister for Economic Policies Heng Swee Keat unveiled the plan “A Singapore Made For Families 2025 (MFF 2025)” today at the CIFA Regional Symposium & MSF Asian Family Conference 2022 (CIFA-AFC 2022). Others in attendance included Mr Masagos Zulkifli, Minister for Social and Family Development and Second Minister for Health, Ms Sun Xueling, Minister-of-State for Social and Family Development and Home Affairs, and Mr Ishak Ismail, Families for Life Council Chairman. Ministers, overseas speakers and senior officials from Brunei, Cambodia, Japan, Malaysia, Maldives, Indonesia and Thailand will be at the three-day Conference. 

2. Building on the efforts in the Year of Celebrating SG Families (YCF) in 2022, MFF 2025 is our nation’s plan for the next three years to create a Singapore where all families are valued and supported across different chapters of life. It contains the collective aspirations of families by the Government, the Families for Life Council, and the many community partners and families that we have engaged over the years. 

3. MFF 2025 brings together whole-of-society support for families, so that:

i. As a society, we support and journey with families at every stage

ii. As a society, we strive to uplift all families because we want all families to succeed; and

iii. Everyone has a part to play in building A Singapore Made For Families.

4. Key highlights include:

a) A new solemnisation site at the picturesque Family Zone @ Gardens by the Bay from 26 Nov 2022, and a redeveloped Registries of Civil and Muslim Marriages Building by 2030. 

b) Those starting and raising families will benefit from new parent support groups, and marriage and parenting programmes in neighbourhoods led by Families for Life @ Community.

c) New counselling and mediation support for ageing families in all FAM@FamilyService Centres from 2023. 

d) Enhanced services at FAM@Family Service Centres to better support families experiencing challenges, such as Divorcing/Divorced Parents Support Groups, the Mandatory Co-Parenting Programme, and expanded child support programmes. 

5. Minister Masagos said, “Strong families are our first line of support and a key pillar of our social compact. A Singapore Made For Families 2025 plan cements our nation’s continued commitment to building A Singapore Made For Families – a society that values and supports family well-being. We have made much progress in championing families at every stage of their lives, and will strive to do more. Families shape how we relate to each other as fellow members of our community, impart values that we carry with us through life. We must continue to work together towards making Singapore a warm home where all families can thrive.” 

6. At the CIFA-AFC 2022, DPM Heng also unveiled the ‘Vanchoanthe SG Families’ Orchid, symbolising Singapore’s commitment to build A Singapore Made For Families, and in commemoration of the YCF. More information on the Orchid is at Annex C.

Annex B: CIFA Regional Symposium & MSF Asian Family Conference

The Consortium of Institutes on Family in the Asian Region (CIFA) Regional Symposium & MSF Asian Family Conference (AFC) that will be held on 8-10 November 2022, is a collaboration between CIFA, MSF and the National University of Singapore Social Work Department, with the focus on “Empowering Asian Families: Embracing Challenges & Building a Better Future”. 

The CIFA Regional Symposium & MSF AFC furthers the policy-research-practice nexus by providing a platform for policymakers, researchers, and practitioners from Asia to come together to dialogue and exchange knowledge on strengthening Asian families.

The aim of the symposium and conference is to enhance understanding of effective family service models that empower and support families, strategies that strengthen marriages and family relationships, and deepen knowledge on challenges faced by Asian families and their impact on family and child outcomes.

Annex C: 'Vanchoanthe SG Families' Orchird

Vanchoanthe SG Families was created by the Singapore Botanic Gardens in 2022 to celebrate SG Families and signify the whole-of-society support for the Year of Celebrating SG Families.

Its free-flowering and hardy nature symbolises how thriving and resilient families form the bedrock a strong society. One that enables each of us to pursue our aspirations and goals.
