Continued Support for Voluntary Welfare Organisations to Build Professional and Organisational capabilities

The Government and Tote Board will commit additional funding of up to $100 million to the VWOs-Charities Capability Fund (VCF) over the next five years, to support Voluntary Welfare Organisations (VWOs) in building professional and organisational capabilities.

Since its introduction in 2002, the VCF has been a source of funds to support VWOs in strengthening their capabilities, so that they can better serve vulnerable groups in the community. All member VWOs of the National Council of Social Service (NCSS) and MSF-funded VWOs can apply for VCF funding.

Over the next five years, the funding provided through VCF will be used to grow stronger organisations, nurture a culture of continuous improvement and innovation, and develop quality manpower for the social service sector. The categories of grants include:

To promote the use of the grants and provide capability building ideas to VWOs, NCSS will be sharing information on past projects supported by the VCF on their website. In some areas, NCSS will also be making available pre-scoped consultancy projects with funding from VCF, making it easier for VWOs to implement productivity improvements.

a. The Professional Capability Grant (PCG), to support VWOs in sending their staff for relevant local and overseas training programmes;

b. The Organisational Development Grant (ODG), which supports VWOs in reviewing and refining their organisational processes and practices; and

c. The Innovation and Productivity Grant (IPG), which supports VWOs in implementing innovations and technology solutions, for more optimal resource utilisation and improved productivity.
