​Under KidSTART, ECDA will provide new forms of support for child development, coordinate and strengthen holistic services for families where needed, and monitor the developmental progress of children from birth onwards.

​KidSTART is a pilot programme by the Early Childhood Development Agency (ECDA) for young children from low-income and vulnerable families to enable them to have a good start in life. KidSTART is made up of the following key components: KidSTART Home Visitation, KidSTART Groups (Supported Playgroups), KidSTART Enhanced Support to Pre-schools.

​The Child Development Co-Savings Act (CDCA) will be amended to better support parents in caring for and bonding with their children. The key amendments will enhance paternity leave, shared parental leave and adoption leave schemes, as well as extend certain leave benefits to unwed parents.

The Ministry of Social and Family Development amends the Child Development Co-savings Act to support active fatherhood, and children of single unwed parents.

The Mental Capacity (Amendment) Bill 2016 was passed in Parliament on 14 March 2016 to better protect the mentally incapacitated.
