New Concession Schemes for Workfare Beneficiaries and Persons with Disabilities from 6 July 2014

In line with the recommendations made by the Fare Review Mechanism Committee (FRMC), the Government will introduce and fund two new concession schemes for Lower-Wage Workers (LWWs) and Persons with Disabilities (PWDs) to help fares remain affordable for these two groups, at an expected cost of $50 million a year. The new concession schemes will start on 6 July 2014.

About 400,000 LWWs and 50,000 PWDs are expected to benefit from the two new concession schemes in the first year.

Concessionary Fares for LWWs and PWDs

Concession Quantum

Under the new Workfare Transport Concession Scheme (WTCS), LWWs under the Workfare Income Supplement (WIS) scheme1 will enjoy 15% discount off adult fares. This scheme is intended to help LWWs who depend on public transport for work, and to pursue better job and training opportunities further away from their homes. (Please refer to Annex A for the eligibility criteria for the Workfare Transport Concession Scheme.)

Under the new PWD fare concession scheme, PWDs will enjoy 25% discount off adult fares and will not have to pay additional fares for distances beyond 7.2km. On top of this, PWDs can opt to buy a Monthly Concession Pass with unlimited bus and train rides at $60 per month. (Please refer to Annex B for the eligibility criteria for the PWD fare concession scheme.) 

Application for WTCS and PWD Concession Cards

Applications for WTCS and PWD concession cards will open on 6 April 2014.

Eligible  applicants for  both  concession schemes  will  receive an application
package from around 6 April informing them  about the details of the concession Workfare Income Supplement (WIS) recipients aged below 60 and receiving WIS payout from 1 December 2013.

Newly-eligible LWWs after 6 July 2014 will be informed to apply for their concession cards when they receive their WIS payments.  For PWDs, they may apply through SG Enable.

Interim Financial Assistance for Eligible LWWs and PWDs

Interim financial assistance will be provided to eligible LWWs and PWDs2 to help defray the increase in their travel expenditure over three months from the implementation of the revised fares to the day before the two new concessionary schemes take effect, i.e. from 6 April 2014 to 5 July 2014. Eligible LWWs and PWDs will be issued transport vouchers of $30 and $80 value respectively, and will be informed about this in the same letter advising them about their eligibility for the new concession schemes.

2 Only LWWs who receive a WIS payout between 1 December 2013 and 6 July 2014, and PWDs who submit their application before 6 July 2014 and meet all eligibility criteria, will be eligible for interim financial assistance.
