1. Minister of State for Social and Family Development Goh Pei Ming launched a refreshed public awareness campaign on 26 August 2025, titled “Let’s Break the Silence Together”, to encourage greater collective efforts to tackle domestic violence. This builds on the Ministry of Social and Family Development’s (MSF) earlier “Break the Silence” awareness campaigns over the past decade.
2. The refreshed campaign will focus on the simple act of saving the National Anti-Violence & Sexual Harassment Helpline (NAVH) in our mobile phones. This symbolises a shared commitment where domestic violence is not condoned and everyone knows where to seek help. The NAVH, set up in 2021, is a 24-hour integrated helpline for the public to report domestic violence and neglect cases, making it easier and more accessible to seek help.
3. The launch event showcased collective efforts by the various community and sector partners that have collaborated with MSF to tackle domestic violence. Representatives from key stakeholders in the protection ecosystem, including the Protection Specialist Centres, Family Service Centres and hospitals, joined in to celebrate the campaign launch.
Partnership with Koufu
4. Koufu, one of Singapore’s largest food court operators, has partnered MSF to galvanise more within the community to join the Break the Silence movement. MSF provided domestic violence awareness training to 77 food court managers, to equip them with skills to detect and report domestic violence. Koufu will also carry the NAVH number on their mugs at all 67 Koufu and Happy Hawker outlets across the island.
5. Since 2020, more than 11,000 people in various sectors have undergone the training, to learn how to spot and report signs of domestic violence. Professionals from childcare centres, schools and educational institutions participated in these training sessions.
Collaboration with Ngee Ann Polytechnic
6. Ngee Ann Polytechnic has been partnering MSF since October 2022 to raise awareness of domestic violence. MSF worked with the students from Business Studies and the School of InfoComm Technology on their campaigns to reach out to all the students within campus. Over the last three years, more than 240 students have been involved in 11 projects with MSF.
Four student campaign projects were showcased at the event:
- Know The Signs, Break The Silence: Motion-activated projection that teaches the “Ask, Respond, Tell” (A.R.T.) framework, and a bystander quiz with an augmented reality experience.
- Don't Ghost It, Expose It: Discreet Telegram bot "Don", complemented by a social experiment video
- Say Something: Word search poster with A.R.T framework jingle and interactive live projection.
- Be Their Voice: A.R.T framework and NAVH Helpline Matching Cards situational game with a hidden message board for reflections.
