MSF Committee of Supply 2026: Better Starts with Us – Supporting All Families Through Life

MSF is committed to fostering a Singapore society where all families are supported at every life stage to thrive, regardless of circumstances. We will partner social service agencies (SSAs) operating the Strengthening Families Programme (FAM) to increase family counselling capacity. To further develop the social service sector, the National Council of Social Service (NCSS) will continue to drive efforts to strengthen the social service sector’s use of data and technology; and deepen partnerships between businesses and communities through Sustainable Philanthropy initiatives.

I. Increasing Family Counselling Capacity in the Strengthening Families Programme (FAM)

  • FAM was established in 2021 to support families who may face greater challenges in managing marriage, parenting and other family relationships.

    • 11 FAM centres across Singapore provide family counselling to support such families.

    • This includes providing psycho-emotional support and equipping families with skills and resilience to deal with stressors and resolve conflicts.

    • Preliminary findings have shown that family counselling has improved mental well-being, marital adjustment and child psychosocial functioning of FAM clients.
  • The number of family counselling cases has grown from 3,100 in 2022 to 5,700 in 2025. We expect this growth to continue and will ensure services remain accessible to those who need it.

  • MSF will expand the capacity of FAM centres to support 12,000 family counselling cases by 2030. This is twice the current caseload in 2025.

    • Families can book face-to-face or online counselling sessions with FAM centres through the Family Assist portal (www.familyassist.msf.gov.sg).

    • MSF will expand self-help resources on the portal to cover family issues such as marriage, parenting and caregiving challenges.


II. Co-creating AI and Technological Solutions to Strengthen Service Delivery

  • NCSS is partnering public and private sector agencies to co-develop and drive the uptake of AI and technological solutions to support service delivery.

    • An example is the co-development of an AI system to automate the collection of behavioural indicators for mapping onto the ECHO (Early Childhood Holistic Outcomes) framework for SSAs running the Early Intervention Programme. This partnership with a private sector company was made possible through the IMDA Open Innovation Platform.

    • Another example that has helped social service professionals in their work is Scribe, a tool developed by Open Government Products (OGP) that translates and summarises conversations in multiple languages and transforms transcripts into structured notes. Over 100 SSAs have adopted Scribe and given positive feedback on time savings.


III. Fostering Corporate and Community Support to Build a Caring Society

  • NCSS launched the Sustainable Philanthropy Framework in 2024 to encourage businesses to incorporate social impact into their strategic goals and business practices.

  • In 2025, NCSS also developed Guidelines for Social Impact Metrics in Corporate Sustainability Reporting to help businesses measure, benchmark, and understand the impact of their contributions.

    • Many corporates have adopted this framework and engaged in philanthropic efforts. For example, in 2014, DBS deepened its commitment by pledging up to $1B and 1.5M employee volunteer hours over the next decade to scale the work of DBS Foundation, which focuses on helping those with less build towards a better future.

    • DBS Foundation has also committed $30M to the ComLink+ Progress Packages and $6.5M to KidSTART. The bank has also embedded giving into its corporate culture through matching programmes and auto inclusion schemes that make employee participation seamless.

    • These efforts reflect DBS' deliberate and sustained commitment to enable, galvanise and catalyse scalable, sustainable change. They demonstrate how organisations can Do Well by Doing Good, effecting meaningful impact that complements efforts to build a fairer and more resilient Singapore
