About Family Service Centres

Family Service Centres (FSCs) serve low-income and vulnerable individuals and families who need support in meeting their social needs, to enhance their stability and well-being. They are staffed by Social Work Practitioners (SWPs) and provide case management on family, financial, housing and employment issues, among others.

FSCs help these individuals and families to better cope with their personal, social and emotional challenges.  FSCs work in collaboration with other relevant agencies to support the individuals and families holistically.

There are 48 FSCs located in HDB towns around Singapore. FSCs are supported by: 
  • Ministry of Social and Family Development (MSF),
  • National Council of Social Service (NCSS), and
  • Singapore Totalisator Board.

Mission and Objectives

FSCs play a key role in building strong and stable families in Singapore. Through holistic intervention, and in partnership with other agencies, FSCs work with low-income and vulnerable individuals and families to achieve independence, stability and resilience.

FSCs are open to all families and individuals: 

  • Regardless of age, race, language or religion;
  • At different life stages (such as couples, families with young children, adolescents, or elderly members); and
  • Of various family compositions

Information and Referral

Linking individuals and families to appropriate community resources and service providers to address their needs.


Engaging individuals and families by providing holistic case management and individual/family counselling, to help them better cope with personal, social and emotional challenges.

Group work

Bringing individuals and families with common needs into a group to discuss ways to address their needs and concerns.

Community Work

Harnessing community resources to help individuals and families better support and empower one another.
