Social Residential Homes​

Social Residential Homes provide residential accommodation and any of the following: (i) biopsychosocial intervention, (ii) care, or (iii) support to carry out daily living activities, to vulnerable persons. These homes cater to various profiles, including children, the elderly, and persons with disabilities.​ 

The Ministry of Social and Family Development (MSF) oversees a range of Social Residential Homes that provide short- to long-term residential care, such as:​ 

  1. Children's Homes 

  2. Children Disability Homes​  

  3. Sheltered Homes​  

  4. Welfare Homes​ 

  5. Adult Disability Homes​   

  6. Adult Disability Hostels  

 

Children’s Homes provide residential care for children and young persons (“CYPs”) between the age of 3 to 18 years who require care, protection or rehabilitation. 

Children’s Homes seek to provide CYPs with a safe and supportive environment to:  

  • Meet the physical, social, psychological and emotional needs of CYPs; 
  • Facilitate recovery and build resilience of CYPs; and
  • Facilitate the reunification/reintegration of CYPs back to their families or communities. 

 

Children Disability Homes provide long-term residential care to children with disabilities below 18 years old who are neglected or whose caregivers are unable to care for them effectively, and short-term respite care if their families are unable to provide care temporarily.

Sheltered Homes provide residential care primarily to ambulant low-income seniors who have no alternative living arrangements.

Sheltered Homes seek to provide seniors with a supportive environment to meet their physical, psychological and emotional needs, thereby supporting seniors’ successful reintegration into the community.

Welfare Homes provide residential care to destitute individuals, as defined in the Destitue Persons Act. These individuals may have complex needs such as chronic psychiatric conditions or addiction issues.  

Welfare Homes seek to achieve the following: 

  • Rehabilitate residents and maintain their emotional, physical and social well-being and functioning; and 

  • Facilitate residents’ reintegration into the community, where possible. 

 Agencies and members of the public may call the ComCare hotline at 1800-222-0000 to enquire about admission into Welfare Homes.

Adult Disability Homes provide long-term residential care for adults with disabilities who are neglected or whose caregivers are incapable of providing care.

Short-term respite care can also be provided for adults with disabilities whose caregivers are temporarily unable to provide care for them.

Adult Disability Hostels provide alternative accommodation for adults with disabilities who do not require institutional care but are unable to live with their families.

Adult Disability Hostels also provide short-term residential-based training in work and life skills, with the aim of enabling adults with disabilities to resume independent living back at their own homes or in alternative forms of assisted community living.
