The bidding exercise for premises to run unfunded social services / programmes is currently open from 01 Oct 2026 to 12 Nov 2026.
Premises should support the Applicant in social services which contribute to the psychological and social well-being of the community, such as for vulnerable families and individuals (including lower income families, youth-at-risk, persons with disabilities and caregivers).

Notice of Outcomes of 1H 2026 MSF Bidding Exercise for Premises
MSF thanks Social Service Agencies (SSAs) for your interest and participation in the 1H2026 MSF Bidding Exercise for premises to run unfunded social services/programmes launched on 17 April 2026. The exercise has concluded, and the outcomes are as follows:

We would also like to highlight the following points from the exercise:
1) Scope of the Exercise
This bidding exercise allocates premises to SSAs for the delivery of social services/programmes that are not funded by MSF. Proposals were not assessed if they were not considered social services, or fell under the purview of other agencies (e.g., MOH for healthcare, mental health and senior‑related services).
Only SSAs registered with the Commissioner of Charities and/or acquired Institution of Public Character (IPC) status are eligible to apply for HDB premises. For SLA premises, eligible applicants also include Social Enterprises registered with raiSE.
2) Alignment with Community Needs
Proposals were assessed more favourably where they demonstrated alignment with local community needs, and explained how the proposed programmes or services would complement existing services.
The next bidding exercise is expected to open in early October 2026. MSF will update the application form and relevant materials ahead of the exercise.
