Student Care Fee Assistance

Student Care Fee Assistance (SCFA) provides fee assistance for children attending Student Care Centres (SCCs), aged 7 to 14 years old (Primary 1 to Secondary 2) in the calendar year in which subsidies commence whose parents are working and whose gross household income (GHHI) is $4,500 or less for families with 4 or fewer members, or per capita income (PCI) of $1,125 or less for families with 5 or more members.

From January 2027: SCFA provides fee assistance for children from working families whose GHHI is $6,500 or less for families with 4 or fewer members, or PCI of $1,625 or less for families with 5 or more members in SCCs registered with MSF as SCFA administrators. 

For the children attending Special Student Care Centres (SSCCs) and aged 7 to 18 years old in the calendar year in which subsidies commence, the GHHI threshold is $9,200 or less for families with 4 or fewer members, or PCI of $2,300 or less for families with 5 or more members.   • Your child is a Singapore Citizen or Permanent Resident with at least one immediate family member in the same household who is a Singapore Citizen.
  • Both you and your spouse each work at least 56 hours per month.
  • Your child attends a SCC registered with MSF to administer SCFA.

Subsidies:

  • The SCFA subsidy is up to $290 per child per month, depending on your monthly household income.
  • For children attending SSCC, the out-of-pocket co-payment from $11 per month, depending on your monthly household income.
  • One-time Start-Up Grant (SUG) of up to $400 per child.
  • Subsidies are approved for up to 36 months per instance, subjected to eligibility criteria, with each instance capped at the fixed review points of Primary 3 and Primary 6 for children enrolled in SCC, and at ages 9, 12, 14, 16 and 18 for children enrolled in SSCC.

Note: Family members refer to the child’s parents (or step-parents, if applicable). All SCFA applications must be submitted online via SupportGoWhere at least six months before the intended start date. For example, if you wish to apply for SCFA effective from January 2027, you may submit the application from July 2026 onwards. SCFA approval will commence from the month in which the application is received, or from the month following the expiry of any existing SCFA, whichever is later. 

With the SCFA, if you still face difficulties with the monthly co-payment of your child's student care fees, you may submit an appeal through the SCC, along with supporting documents detailing the change in circumstances and an explanation of the reasons for the appeal. Appeals will be considered on a case-by-case basis, and if approved, will commence from the month when the appeal was submitted.

All SCFA applications are means-tested through the Household Means Eligibility System (HOMES). HOMES is a government system supporting public schemes in their conduct of means-tests to determine the level of assistance for citizens.

Income Assessment

HOMES will determine the family's gross monthly income as part of the means-test assessment.

For salaried employees, gross monthly income refers to the average income over a 12-month period, as derived from the contribution made to Central Provident Fund (CPF) Board or based on the latest available assessment by the Inland Revenue Authority of Singapore (IRAS) within the last 2 calendar years. It includes basic salary, bonuses, commissions, overtime pay, allowances, cash rewards and employee CPF contributions.

For self-employed persons, gross monthly income refers to the average trade income over a 12-month period based on the latest available assessment by IRAS within the last 2 calendar years, or the income declared to the CPF Board or assumed under CPF legislation.

MSF and/or HOMES officers may contact applicants to request additional information or supporting documents. Applicants should respond promptly to any calls from HOMES at 6015 5700 or SMS from gov.sg, as not doing so will result in a delayed or  unsuccessful application. In the event of missed call, please refer to your HOMES Officer’s contact number in the SMS sent and return call. Please do not return the call to the missed call number or reply to the SMS.
