The Vulnerable-In-Community (VIC) Network aims to proactively reach out to and befriend individuals who may be more vulnerable in the community, such as cardboard and metal can collectors as well as tissue paper sellers. This survey is conducted by the Ministry of Social and Family Development (MSF) and the National Council of Social Service (NCSS) with the support of VIC partners. The survey allows us to better understand the profiles, needs and sentiments of VICs to inform the work of our VIC Network accordingly.
